RFP: Tech Partner for Nigeria’s Future Leaders Platform

WILAN Global invites proposals from qualified technology firms to design, build, and maintain a gamified digital platform that educates citizens about governance structures and drives public engagement ahead of Nigeria’s 2027 elections. The solution must be mobile-first, accessible via web and mobile app, with intuitive gamification features to engage youth and promote inclusive leadership.

Objectives 

The primary objectives of this project are to: 

  • Develop and deploy a gamified digital platform that makes governance accessible and engaging for Nigerian citizens, particularly youth. 
  • Catalogue and digitize elective and appointive offices at federal and state levels, with detailed profiles of functions, responsibilities, and impact. 
  • Build a credible database of leaders through interactive “Leadership Cards” showcasing professional experience, qualifications, and policy interests. 
  • Enable scenario-building and civic engagement through gamified features  
  • Generate data-driven civic insights through anonymized analytics tracking policy preferences, candidate interest, and public sentiment to inform advocacy efforts. 
  • Integrate civic learning modules on governance, constitutional processes, and reform pathways. 

Project Timeline and Start Date 

The project is expected to commence by March 2026 upon selection of the tech partner. The expected duration for this project is 11 months with deliverables delivered in two phases: Version 1.0 (federal focus) by Month 3 and Version 2.0 (state expansion) by Month 11. 

Scope of Work 

The selected tech partner will: 

  • Design and develop a mobile-first web platform and native mobile applications (iOS and Android). 
  • Create a gamification interface with scenario-building tools and “Team Builder” functionality. 
  • Build secure database infrastructure 
  • Develop content management system (CMS) for easy profile updates  
  • Integrate social sharing features and viral campaign tools  
  • Build analytics backend and public-facing data dashboards. 
  • Launch Narrative Hub (blog, story archive, user-generated content platform). 
  • Conduct pilot testing and integrate user feedback. 
  • Optimize platforms for low-bandwidth environments. 
  • Host, maintain, and update platform through 2026 – 2027 with quarterly enhancements. 
  • Ensure strong data security and compliance with digital privacy laws. 

Deliverables 

The expected deliverables are: 

  • Technical architecture and development roadmap. 
  • Version 1.0: Web platform live with federal-level content (Month 3). 
  • Version 2.0: Platform expanded with all 36 states (Month 11). 
  • User testing reports and iteration logs. 
  • Admin dashboard with real-time analytics. 
  • Public-facing data dashboard for advocacy and media. 
  • Content management system with moderation tools. 
  • Data security framework and user privacy policy. 
  • Technical documentation and training for the WILAN team. 
  • Campaign integration tools for social media sharing. 

Required Qualifications 

  • A registered technology company (open to international firms with experience in Sub-Saharan Africa). 
  • Proven experience building gamified platforms or civic technology applications. 
  • Capacity to develop native mobile applications (iOS and Android). 
  • Familiarity with mobile-first, low-bandwidth optimization in emerging markets. 
  • Strong understanding of data protection and ethical technology principles. 
  • Experience with data analytics, dashboards, and backend reporting. 
  • Portfolio demonstrating visually engaging, user-friendly design. 

Proposal Requirements 

Proposals should include: 

  • Company profile and relevant experience. 
  • Technical proposal (approach, platform architecture, tools, timeline). 
  • Budget breakdown (development, hosting, maintenance for 24 months). 
  • Team composition and bios. 
  • Portfolio of previous similar projects (civic tech, gamification, mobile platforms). 
  • Risk mitigation strategies. 

Proposal Evaluation Criteria 

Proposals will be evaluated based on the following criteria: 

  • Alignment with project objectives and understanding of civic engagement challenges. 
  • Proven experience and expertise in gamified platform development. 
  • Capability to deliver mobile-first solutions optimized for low-bandwidth. 
  • Quality of proposed technical architecture and user experience. 
  • Demonstrated understanding of data privacy and ethical technology. 
  • Clear approach to testing, iteration, and long-term support. 
  • Competitive and realistic budget with transparent cost breakdown.
